Good news: There is a forecast for skate-able ice in Halifax, Nova
Scotia, Canada on Dec 15!
This winter there will be a 400m refrigerated oval in the middle of the
city. It will be the only 400 m oval (of any sort) east of Quebec City
this winter.
Bad news: Unfortunately, it is for this winter only. The oval will be
ripped out after the Canada Winter Games (February)

Also, on Jan 8-9 Marathon Skating International (MSI) will have a 40 km
marathon on the Halifax oval:

I will certainly take my skates (and extra pairs)
anytime I go to the city (about 100 km away).
It should be a good place to demonstrate long-distance touring skates.
Hopefully, there will be real ice on the lakes soon.
One Dec 1, I measured 38 mm of ice on a small lake
(using the Porsby-Valtonen method):
